The Press Clubs and Bar Associations play a crucial role in mobilizing and supporting the CCB movement countrywide. DTCE partnerships with Provincial and local Bar Associations lead to establishment of Legal Aid Committees (LACs) and ongoing provision of cost-free legal advice to CCBs in matters related to registration and execution of their projects. DTCE also enters into partnership with the local Press, providing educational material about the CCB movement to build public awareness and to reduce chances of local governments overstepping the LGO in letter or spirit. Press Committees (PCs) organized by Press Clubs, provide continuous, proactive support to the local CCB movement in DTCE partner districts. Bar Associations and Press Clubs collaborate to organize and promote Community Empowerment Desks (CEDs). These “Desks” are established within the premises of District Courts,” to facilitate interactions between CCBs and Legal Aid Committees. Where CCBs feel that infractions and neglect of the law may have occurred, they may confidently approach their local mechanism for recourse under the law. Examples of actionable incursions facilitated by CEDs have included: Local Governments neglecting to set aside 25% of the development budget for CCBs projects; unjustified non-registration of CCBs; politically-influenced discrimination in approvals of CCBs projects; administrative misinterpretation of citizen’s rights at variance with the law; including, the role of monitoring committees in overseeing service delivery.
