Towards supporting local governments to increase accountability through enhanced transparency of their activities and expenditures, DTCE imparts capacity building targeting Monitoring Committees at District, Tehsil and Union Levels. LGO 2001/05 provides for Monitoring Committees as a mechanism to ensure that feedback from the people reaches the policy makers and the planners. Capacity building focuses on the duties of Monitoring Committees in particular, including identification of, reporting on and addressal of bottlenecks in rights and services delivery. Training activities benefiting district and Tehsil-level Monitoring Committees are implemented through the NCHD, whereas training of Union Monitoring Committees is undertaken in collaboration with local CSOs.
