A factor that places DTCE higher than the rest is that DTCE is covering all the districts in totality and no other organization in Pakistan's development history has ever been able to muster this task. DTCE's social mobilization strategy seeks to establish individual organizational relationships not only with each tier of local government but also with the organizations working for public benefit in each district.
