
DTCE's CCB Mobilization Process (Now replaced with DTCE's Holistic Community Empowerment Model)
An overview of DTCE Operations Model
The DTCE operations model is based on CCB Mobilization Campaign, which involves sequential implementation of strategic interventions that finally culminate in the establishment of citizen community boards (CCBs). Each CCB, represented by at least 25 community members, is responsible for developing and implementing community based projects according to sectoral classification prioritized by the UC. The approved projects are executed once they acquire funding from the 25% budget allocated by the local government for CCBs at union, Tehsil and district level. DTCE also supports CCBs by offering supplementary funding of PK RS 180,000 for at least 3 projects per union council. The CCBs have to contribute 20% of the total cost as the community share for the projects to be viable. DTCE carries out information management and monitoring & evaluation of its own operations and various partners with the help of a comprehensive Information, Monitoring & Evaluation system which is an integral part of DTCE operational systems.
The model is to be replicated across the board in all the districts of Pakistan . The key activities of CCBM for each district involve:
Advance Mobilization Meetings
The DTCE Field Operations Teams conducts field visits in union councils of each District which continue for 10-15 days. The objective of the visits is to sensitize the key stakeholders that are district, Tehsil and Union Nazims and Naib Nazims, partner organizations, civil society organizations and district government officers, Union Councilors, and Tehsil Municipal Administration about DTCE's mission and objectives and encourage them to own and participate in the CCB mobilization process. At this stage, Union Councils sign Memorandum of Understanding (MoU) with DTCE.
Orientation Meeting (OM)
The advance mobilization meeting is followed by one day orientation meeting. It is organized at district level by DTCE with the support of a local partner NGO. The aim of the meeting is to bring all the stakeholders at one platform and ensure active participation of elected representatives and district officers in CCB registration, project formulation, approval and implementation. DTCE provides seed funding of RS 40000 in three installments (with RS 10, 000 allocated specifically for women empowerment) to each UC for formulation and execution of Union Action Plan (which is a plan of CCB awareness raising activities developed by the UC members) and for the CCB mobilization campaign. The UCs are bound by the MoU to register 4 CCBs for the second installment, and a total of at least 10 CCBs for the third installment.
Citizen Community Boards Mobilization Training (CCBM)
DTCE as part of its strategy outsources the training of UC elected representatives to national and local NGOs. CCBM Training is focused on the Union Council members and officials i.e. Union Nazim, Union Naib Nazim, all Councilors and the Union Secretaries. However, members of existing CCBs, COs and CBOs and community leaders can also participate as trainees. The union council members at the culmination of the training notify exclusive classification of development schemes, develop and execute Union Action Plan and register CCBs comprising of at least 25 non-elected citizens. This training is held separately in each partner Union Council for two days each.
Project Cycle Management Training (PCM)
DTCE partner CSOs undertake two-day capacity building on PCM. The CCBs during the training produce development projects consistent with the sectoral classification notified by union councils. This training is conducted in clusters of CCB members from 4 to 5 Union Councils.
Capacity Building Workshop for District & Tehsil Officers
DTCE also undertakes the capacity building of government officials regarding CCB registration and activation, so that the whole process is facilitated in the government offices, and thus accelerated. This training is held separately for District level officials in the District Headquarter, and for Tehsil level officials in each Tehsil by the National Commission for Human Development (NCHD) in a partnership agreement with DTCE.
Project formulation and approval
Finally the projects are submitted to the union councils for approval by the CCBs. Once the projects are approved the UCs fund the projects from the 25% of their budget allocated exclusively for CCBs. DTCE provides funding of PK RS 180,000/per UC for at least 3 projects that fall short of getting funding from UCs.
