
Improving Police performance through engagement
of communities in local policing and dispute resolution; and
consequently, heightening local confidence in constructive
partnership with local police, constitute important aims within the
DTCE community empowerment model.
Activities under this program component are being piloted in one district in each province. Program activities include sensitization of Police officials in regard to community-based policing concepts; establishment of Police Station Monitoring Systems (PSMS), holding of Khuli Kacheries (KKs) in each union, activation of Union Public Safety Committees (UPSCs), developing linkages with District Public Safety, Police Complaint Commissions (DPS-PCC) and Citizen Police Liaison Committees (CPLC), as well as facilitating Police performance on objectives prioritized by the local communities. One important dimension of the program is to improve police performance through developing a results-oriented incentives structure. Local police representatives are involved in the formulation and administration of their incentives scheme, particularly in determining pricing, timeframes and administration of incentives.
