
The LGO 2001/05
includes clear-cut provisions regarding the constitution of Village
and Neighborhood councils. These local elected bodies are primarily
responsible for ensuring delivery of local services, including
garbage collection, street cleaning, tree plantation, provision of
village guards and promotion of CCBs. Regardless, no V&NCs were
formed anywhere in Pakistan prior to DTCE intervention in its
partner districts in 2006. Under Section 94-97 of the LGO, each
V&NC consists of 5-11 elected members, determined in relation to the
size of the local population. Each council reserves one
representative seat for women and one for peasants and workers to
ensure some social equity and gender orientation in decision-making.
The elected candidate securing the highest number of votes becomes
the Chairperson and the first runner-up becomes the Secretary of the
V&NC. DTCE, in cooperation with local government authorities,
facilitates elections of V&NCs and subsequently provides initial
support for implementation of the new V&NC’s work plans.
