DTCE had established CCB Networks (CCBN) in its partner districts, which are registered entities and serve as effective platforms to network citizens’ engagement forums through experiential learning, capacity building and social advocacy and cohesion. In order to strengthen a social movement for promotion of citizens’ participation at grass roots level in the transition period, the best strategy is to strengthen the existing CCBNs by utilizing the existing membership of CCBs. As these members are already experienced, capacitated, motivated, and well versed with the local development dynamics, they are well suited to utilize and network for the new citizen entitlements as they are activated.

CCBNs had played a significant role in country wide social mobilization during 2009 and have virtually replaced the local CSOs, which DTCE used to contract for the purpose. Based on working with these networks in partner districts, DTCE, as a strategy, is aiming at strengthening the capacity of these networks for social mobilization and advocacy, as well as to undertake many other promotional and capacity building activities of DTCE including projects facilitation to local communities in partner districts. These networks will participate in identifying local development needs and assist communities in formulation of project proposals for securing funds from the respective government or DTCE under its seed grant modalities.
