Local Citizens Information Network (LCIN) is an integral part of DTCE’s social communication and media strategy under the banner of “AapAurHakumat”, which has created a niche for this kind of initiative for highlighting local governance issues and creating a dialogue amongst the stakeholder at local level. However, the projection of these issues amongst the power bases that matter in managing governance affairs at the strategic political level, the program required certain improvement in its format, as well as in its dissemination strategy to ensure serious engagement with national electronic media in addition to the local level programming and dissemination through conventional or non-conventional mediums of communication best suited to the local environment.

In view of the above, DTCE has revised its communication strategy that aims at launching an integrated, time bound persuasive advocacy campaign engaging all key stakeholders while using both print and electronic media to generate a critical mass of support for local government system in general and of community empowerment in particular at the national, and provincial level through:

 
Media sensitization on governance issues, consultation with key media anchor persons, airing of thematic debates, special reports on news magazine formats, jingles, inspirational songs, and generic documentaries on television channels to give societal resonance to local government strengths particularly related to citizens’ participation.

Radio programming and specially produced entertainment/ infotainment for radio audiences. Talk shows, interviews, skits and small radio dramas.

Materials and technical support for local press clubs and liaison with national English, Urdu, and vernacular press and electronic media including owners, publishers, directors, and editors etc.

Dissemination of information through quarterly news letters, progress reports, pamphlets, broachers, direct mail shorts and obtaining citizens feedback through telecommunication, i.e. SMS, inbound and outbound calls etc.
