DTCE has always itself and encouraged local stakeholders to perform in the letter and spirit of the local government law and its related legal modalities to minimize the chances of corruption, abuse of power, or incorrect implementation of the law. This serves to strengthen the accountability mechanism, as well as ensure a fair level playing field for local communities who seek entitlements. As the monitoring mechanisms at the local level have yet to be finalized, hence it is too early for the formulation of specific strategies and activities. However, DTCE intends to provide technical assistance to the new monitoring institutions through capacity building initiatives at the District and Tehsil levels. Once the monitoring mechanisms procedures and modalities are identified, a relevant training curricula will be developed that will be used as the primary capacity building tool. In case the new local government systems include provisions for the involvement of elected local officials and citizens in the monitoring institutions, DTCE will also provide technical assistance to these members to consolidate state-citizen accountability mechanisms at the grass roots.
In transition period however, a local monitoring mechanism has been evolved whereby a 4-5 member committee is elected or chosen at union level through consensus and appropriate gender balance. The membership of local monitoring committee will be based on representation from LCAs, CCBN, Bar Association, Press Club, local civil society organization, MNA/ MPA concerned and one member either from V&NC or local community in the partner district. These committees will be responsible to carry out monitoring of community driven development initiatives undertaken by proactive local citizens groups and community organizations including CCBs. MOUs will be signed with the monitoring committees and required technical and capacity building support will be extended to ensure their routine functioning.
