DTCE’s Police-Community Relations Program (PCRP) will help ensure coherent interventions to enhance local security and public safety through citizens’ engagement and supporting Police at district level through establishing linkages between various local institutions under the Police Order 2002. Due to the fact that enhancing community security and cohesion has been identified as one of the outcomes under the broader Crisis Prevention and Recovery outcome area of UNDP strategic plan 2008-2013, PCRP  has expanded in the northern districts of Balochistan comprising Killa Saifullah, Killa Abdullah, Pishin and Zhob, as well as Turbat and Gwadar besides post conflict districts of Malakand Division in KPK with the objective to enhance security and social cohesion at the community and local level in crisis context.

DTCE’s Police-Community Relations Program (PCRP) would create an environment where community perceptions about the effectiveness of the local police department will impact police performance. The program seeks to demonstrate that when realistic institutional support is built into the system, positive behavior modification, enhanced performance and receptivity to the needs of the ‘client’ can be brought about.

  The Program module includes:

Setting up a Police Station Monitoring System (PSMS),
Sensitization workshops for the police highlighting the concept of ‘responsiveness’ to the needs of the community,
Facilitating relationships between Union Public Safety Committees (UPSCs) and their local Police Stations,
Holding of “KhulliKatcheris” (open public forums) at the Union Council level to gauge the perception of the community towards the performance of the police,
Fostering agreement on performance-based incentives which promote objectives determined jointly by both parties,
