Mr. Justice (R) Amjad Ali
Legal Advisor
Justice (R) Amjad Ali was Judge at Lahore High Court and has held key positions in government organizations including draftsman to the government of Pakistan, Judicial Member Income Tax Tribunal, Senior Member NRB and Wafaqi Mohtasib. He was also founder member and Director General Federal Judicial Academy. He got his Master’s degree in Political Science and has done LLB from the University of Punjab. He is Juris Doctor with major in Administrative Law and Legislative Drafting from Georgetown University, Washington DC, USA.

Adnan Shah
Consultant, Public Safety and Justice
Syed Adnan Shah is a seasoned professional with over 20 years of experience involving governance reform (including e-governance solution and public safety), corporate and public sector development, capacity building, monitoring and evaluation, project management, research and development, team building and policy advocacy, at the local, provincial and national levels. He has gained significant experience by managing programs funded by a host of international donors including DFID, UNDP, The Kingdom of Netherlands, USAID, World Bank, Norwegian Embassy, JICA and CIDA. Among Other appointments, Mr. Shah also worked as a Focal Advisor with National Reconstruction Bureau, Prime Minister's Secretariat.

Mr. Shah is associated with Devolution Trust for Community Empowerment from June 2011. During his tenure he has enhanced and executed the DTCE Police-Community Relations Program (PCRP) in Baluchistan and Malakand Division, Khyber Phuktunkhwa (KP) with more than satisfactory results.

In addition, Mr. Shah has been responsible for the 'Strengthening Rule of Law, Malakand' and assisted in the Citizen Voice Project.

Mr. Shah has authored numerous international and national publications and in 2003 was nominated for Presidential Public Service Award. Mr. Shah did his post-graduation from University of Sheffield, Sheffield, U.K and bachelor from Northeastern University, Boston, Mass. U.S.A.

Mr. Bilal Hassan Khan
Consultant Social & Survey Research
Mr. Bilal Hassan Khan is one of the leading pollsters and social research methodologist in South Asia and has an expertise in survey research and quantitative social research methodology. Mr. Khan has more than 17 years of experience of using social research methodology and survey research in the areas of political and electoral strategy, political and public opinion mobilization, study of electoral behavior in Pakistan, studying social attitudes and behavior in South Asia, civic and voter education, policy analysis, evaluation research, business intelligence, and election monitoring and election fraud detection using parallel voting. He has been advisor to a major political party (PML) in Pakistan and has researched and written extensively on electoral behavior in Pakistan, funded by DFID, USAID, IRI, NDI, and Asia Foundation. Funded by Ford Foundation and executed by CSDS New Delhi, Mr. Khan has also been part of the first barometer survey in South Asia, where he helped South Asian countries in the design and methodology of the five countries survey. He has also to his credit, the designing of the largest parallel vote in the world to detect and monitor electoral fraud in Pakistan. Mr. Khan has been a part of elite government think tank in the Prime Minister’s Secretariat and has also applied his expertise in the realm of policy analysis and evaluation research with UNDP.
Mr. Bilal Hassan Khan has a Masters in Sociology with concentration in Social Research Methods from University of Oxford, UK and a BA in Political Science from University of Oklahoma, USA. During his undergraduate years, Mr. Khan has been a visiting student at University of California at Berkeley and Harvard University. He also attended semester long advance post graduate courses in Quantitative Methodology at Brown University and Harvard University (taught by world leading methodologist Gary King).

Mr. Ehsaan Ali Qazi
Legal Research Specialist
Mr. Ehsaan Ali Qazi has done bachelor in law from University Wolverhampton, UK. Besides Various courses in company and commercial law from Inn of Court School of Law, London, UK. He has got vast experience in complex litigation of various commercial and banking cases at the level of district and high courts. He got considerable experience of drafting contracts, quotations etc. He was visiting faculty member in Islamabad School of Law and National Police Academy. He also worked with National and International Law firms along with various NGOs.

Ms Aisha M Ahmed
Gender Specialist
Ms Aisha M Ahmed has done Masters in History and M. Phil from Quaid-i-Azam University, Islamabad. She also has done Masters in Gender and Development Studies from Asian Institute of Technology, Thailand, Post Graduate Diploma in Governance, Democratization & Public Policy from Institute of Social Studies (ISS), The Hague, Netherlands and Diploma in Project Management from Centre for Advanced Studies in Engineering (CASE), Islamabad, Pakistan.
She has 10 years experience in development sector. She worked in different National and International development organization including Government of Pakistan as a Gender specialist and conducted trainings on Gender sensitization. 

Mr. Syed Ali

Mr. Syed Ali has a vast experience in advertising, marketing, public relations, event management, media relations spread over two decades. Before joining Media Zone, he was the Head of Media and Communications at Devolution Trust for Community Empowerment (DTCE) - a UNDP Project. He is also on the board of Trustees of CRSS. Mr. Syed, during his stay with the leading agencies of Pakistan held management positions. He has the experience of working with large portfolio of public/private sector accounts including ministries/government organizations, telecommunications/cellular industry, banks, diplomatic sector and donor agencies such as UNDP, DFID, USAID, NORAD. Syed also had an opportunity to serve as Consultant in the National Reconstruction Bureau, Government of Pakistan. 

Mrs. Deeba Gilani
Consultant GIS & Mapping
Mrs. Deeba Gilani is a renowned specialist/Consultant of geographical information system with over 22 years of experience in the field of telecommunication and information technology. She has done her post graduation in Information Technology Systems from Stratchclyde University of Glreascow. Her area of expertise include survey planning and designing of telecom network, telecom database management, land use planning, GPS survey and training. This has been gained in a number of progressively responsible technical and managerial positions. She has ample experience of ERMapper, ArcView/ArcGIS, ERDAS, ARC/NFO, GEO/SQL, Intergraph GeoMedia, and AutoCAD.
Her ingeniousness helped her design and develop customized GIS Application in ESRI's range of GIS products for telecom projects, analysis on local government elections, general elections as well as district wise demographics case studies. she also developed carious customized software application for utilization in the GIS Projects of demographics and computerization/CADing of maps through digitization of images from raster to vector. 

Dr. Mohammad Anwar Butt
Consultant Community Development
Dr. Mohammad Anwar Butt is a Social Scientist and has been working in the field of social development for 16 years in Pakistan and Germany. He has served as technical advisor and Consultant to NGOs and government during his career. The central theme of his work is people centered development - organizing people to do more for themselves. His special expertise is in Participatory Development, Research, Governance Reforms and activation of Citizen Entitlement Mechanisms through the involvement of civil society groups. He was among the team of consultants UNDP/NRB responsible to build the capacity of newly elected representatives and government functionaries of local governments on Local Government Ordinance (LGO) 2001 and CCBs Rules 2003. Mr. Butt also contributed to the various training modules of LGO 2001 including Monitoring System development with the involvement of elected representatives, Citizens Community Boards (CCBs) and Conflict Management and Decision Making etc.
Dr. Butt joined DTCE in October 2004. Working as National Manager Press Clubs and Bar Associations he attained extensive experience of activation of more than 100 Press Clubs and Bar Associations across the Country and to make the state accountable to its citizens by creating and establishing Citizen Forums, Community Empowerment Desks & Community Empowerment Round Tables at district level.

Mr. Butt is the author of numerous research publications and about 30 articles on governance issues published in national Dailies. He hold a Master Degree in Social Sciences and a PhD in Sociology from Gerhard-Mercator-University, Duisburg, Germany, where he taught Social Work and Community Education for 5 years prior to joining National Reconstruction Bureau, GoP 2001.

Mr. Asad Khan
Consultant Monitoring & Evaluation
Mr. Asad Khan has an MBA in management research from Western International University, Phoenix, United States of America. He has worked at senior positions with donors, public sector and multi-national corporations. Work experience of 25 years covers Afghanistan, Pakistan, United States, Singapore, Malaysia, Philippines and China. He started his career with USAID in 1987 as a project accountant and has subsequently worked on five USAID funded projects in Azad Jammu and Kashmir, and all the provinces including the Federally Administered Tribal Areas bordering Afghanistan.
With the UNDP funded DTCE project he has worked in 9 districts of Pakistan across four provinces and has lead Field Operations Teams in 6 districts for implementing the Local Government Ordinance 2001, which aimed at community empowerment at the grass roots level. Currently working on a USAID funded grants making activity aimed at increasing interface between the state and citizens.

Mr. Khan has authored and co-authored numerous publications. He is also the author of a book “CAMPFIRES BEYOND THE FROZEN PASSESâ€?, available for sale in the US through
