Heartiest Eid Greetings to all our Muslim readers. Last
issue of the newsletter contained summaries of a workshop
specific to the introduction of local government in the
capital and a seminar on local government policy and
implementation. Updates on the social audit being conducted
in Malakand Division, Meeting with PPO and Orientation
Sessions on Provincial Local Government Acts were also
included. This issue brings to our readers details about the
need assessment survey conducted in Bannu for the IDPs of
Operation Zarb-e-Azb, MPA level meetings conducted in Lahore
and Peshawar for the identification of citizens demands for
the implementation of Article 140-A under 18th amendment,
DTCE’s latest initiative for the marginalized youth of
Bahawalpur, Lodhran, Multan and Muzaffargarh districts,
orientation sessions on Right to Information Act, and the
recent developments in building capacity of police
department by introducing an online FIR registration system,
initiatives to spread computer literacy among the police
officials and establishment of a women development and
empowerment center.

Policing Improvement Discourse: Open Public Forums in
District Swat, Buner and Lower Dir
Open Public Forums were conducted in three districts of
Malakand Division (Swat, Buner and Lower Dir). These forums
were conducted to voice the community issues so that
workable solutions can be identified through the discourse
between the public and police officials. The community
pointed out that crimes like kidnapping, trade and use of
narcotics, prostitution and overseas employment fraud were
occurring in the area and suggested corrective actions
Yearly Recap: Annual Progress Report 2013
DTCE's Annual Progress Report 2013 was published during the
month of April. This issue marks a decade of DTCE's
operations in Pakistan and is a comprehensive compilation of
DTCE's activities, initiatives, interventions and incentives
for community engagement and liaison building between the
civil society and government bodies during the year 2013.
Guaging Policing Setup in Malakand: Public Expenditure
Review of Police Stations
A Public Expenditure Survey was conducted in May 2014, in 34
target police stations of Malakand Division. This survey,
was held under the Public Safety and Justice Program
(PS&JP), a project of Devolution Trust for Community
Empowerment (DTCE), with support from Kingdom of
Netherlands. The purpose of the survey was to measure
financial, administrative and working performance of the
police in Malakand.
Largest Gathering of Police in Malakand Division: Police
Consultative Workshops Friday, 23 May 2014 In May 2014,
DTCE successfully organized a series of Police Consultative
Workshops (PCWs) in each of the 7 target districts of
Malakand division, under the Public Safety and Justice
Program (PS&JP), with support from Kingdom of Netherlands.
Advocating Citizens' Demands: Provincial Level Meeting of
MPAs, Ex-Local Government Representatives and
Representatives of Civil Society
Provincial Level Meeting, of MPAs, Ex Local Government
Representatives and Representatives of Civil Society was
conducted on 14th May 2014 in Peshawar under DTCE 's project
Citizens' Engagement and Accountability for an Effective
Local Government System in Punjab and Khyber Pakhtunkhwa.
