Heartiest Eid Greetings to all our Muslim readers. Last
issue of the newsletter contained summaries of a workshop
specific to the introduction of local government in the
capital and a seminar on local government policy and
implementation. Updates on the social audit being conducted
in Malakand Division, Meeting with PPO and Orientation
Sessions on Provincial Local Government Acts were also
included. This issue brings to our readers details about the
need assessment survey conducted in Bannu for the IDPs of
Operation Zarb-e-Azb, MPA level meetings conducted in Lahore
and Peshawar for the identification of citizens demands for
the implementation of Article 140-A under 18th amendment,
DTCE’s latest initiative for the marginalized youth of
Bahawalpur, Lodhran, Multan and Muzaffargarh districts,
orientation sessions on Right to Information Act, and the
recent developments in building capacity of police
department by introducing an online FIR registration system,
initiatives to spread computer literacy among the police
officials and establishment of a women development and
empowerment center.

Innovation in Education: Whole of Government Approach for
Implementation of Article 25-A
The state has vowed to provide free education to every child
of age five to sixteen years under Article 25-A of the
Constitution of Pakistan. In view of the same DTCE has
launched its “Governing for 25-A” program in district
Narowal which aims to achieve inter-departmental harmony for
improved education governance.
Economic Empowerment through Cross-Border Trade:
Development of Communal Market in Bajaur
DTCE under auspices of the Pakistan Afghanistan Tajikistan
Regional Integration Program (PATRIP) Foundation will
undertake construction of a communal market in Bajaur. The
objective of the project is to establish a self-sustained
communal market to promote cross-border trade, create
economic prosperity for cross border population,
contributing to regional cooperation, integration and local
development, in support of the FATA Sustainable Development
Plan
Annual Diagnostic Survey 2015 - PS&JP Impact Assessment
Annual Diagnostic Survey 2015 was conducted in May 2015, in
92 target unions of the 7 Districts of Malakand Division.
The survey targeted 1886 local citizens, to capture public
perception on police performance and image along with the
assessment of the PS&JP interventions. Randomly selected
local citizens over the age of 18 years were administered
the survey, with a minimum of 20 percent females. The survey
was completed by mid-June 2015 and the findings will be made
public by end of July 2015.
Educating the Future, “Youth Entrepreneurial and Skills
Development”
DTCE team under the banner of “Youth Entrepreneurial and
Skills Development” project aims to prevent marginalized
youth groups from joining violent and extremist groups by
providing them with job skills and facilitating them in
securing funds for entrepreneurial ventures.
Capacity Building on Election Campaigning –“Punjab Women’s
campaign School”
DTCE conducted tier two trainings under the banner of
‘Punjab Women’s Campaign School’, funded by International
Republican Institute (IRI). The program is to educate and
create awareness amongst women in the political arena
regarding planning, organizing and conducting campaigns for
local government elections. DTCE conducted field based
monitoring of the training events in order to ensure the
quality and quantity to achieve the target of these
trainings.
