Heartiest Eid Greetings to all our Muslim readers. Last
issue of the newsletter contained summaries of a workshop
specific to the introduction of local government in the
capital and a seminar on local government policy and
implementation. Updates on the social audit being conducted
in Malakand Division, Meeting with PPO and Orientation
Sessions on Provincial Local Government Acts were also
included. This issue brings to our readers details about the
need assessment survey conducted in Bannu for the IDPs of
Operation Zarb-e-Azb, MPA level meetings conducted in Lahore
and Peshawar for the identification of citizens demands for
the implementation of Article 140-A under 18th amendment,
DTCE’s latest initiative for the marginalized youth of
Bahawalpur, Lodhran, Multan and Muzaffargarh districts,
orientation sessions on Right to Information Act, and the
recent developments in building capacity of police
department by introducing an online FIR registration system,
initiatives to spread computer literacy among the police
officials and establishment of a women development and
empowerment center.

Scaling Communication Barriers: Launch of Police Awam
Rabita Program
DTCE in collaboration with the Swat Police launched an
awareness and knowledge raising campaign titled “Police Awam
Rabita Program (PARP)” in Swat from 8th April 2014, under
the project of Public Safety and Justice Program (PS&JP),
which is being implemented in Malakand Division with
collaboration from Kingdom of Netherlands
Legislative Discourse: Provincial Level Meeting on KP LG
Act 2013 Wednesday, 26th
A meeting was conducted on 24th March 2014 in Peshawar to
review the the implementation of KP LG Act 2013. The event
was organized under the project "Citizens’ Engagement and
Accountability for an Effective Local Government System”
supported by USAID through Citizen’s Voice Project (CVP).
The project aims to adopt a synchronized approach to
advocacy for concerted citizens’ engagement and
accountability within the newly introduced provincial
legislation on local governments and right to information
Improving coordination: Inter District Forums in Swat,
Lower Dir and Buner
Inter-district forums were organized by DTCE in Swat, Buner
and Lower Dir to eliminate the communication gap among the
key stakeholders of "Community Policing under Strengthening
Rule of Law in Malakand" project. In these forums, the
participants shared their experiences and opinions about the
project to identify best practices and key suggestions for
improving local rule of law landscape.
Using Culture as an Agent of Change: Cultural Events
Organized by Community Policing Forums
Cultural events involving a large number of local citizens
and police officials were organized by Community Policing
Forums in coordination with DTCE in Buner, Lower Dir and
Swat. These events were organized as a part of an engagement
campaign held under the project of "Strengthening Rule of
Law in Malakand Program” (SRLMP) funded by the UNDP.
Community Driven Reforms in Local Government: Discourse on
Rationale Behind the Demands
A series of workshops for identification of citizens’
demands for improvement in Khyber Pakhtunkhwa Local
Government Act 2013 on 3rd, 6th, 11th, 13th, and 18th of
March 2014 in Swabi, Nowshera, Mardan, Peshawar, and
Abbotabad respectively.
