Syed Sarfraz Ali

Chief Executive Officer

Introduction

With more than 23 years of experience, Mr. Syed Sarfraz Ali has previously worked as Associate Consultant in National Reconstruction Bureau (NRB), Cabinet Division Government of Pakistan. He also worked as Director & Executive Coordinator in Governance Institutes Network International (GINI), Islamabad, Pakistan. He has vast experience of coordinating with District Governments, District Administration, UN Agencies, donors and intergovernmental Agencies. At the organizational level in the capacity of senior management positions he has expertise in: Strategic Planning, Program Development, Organizational Development, Cross-Departmental Project Management, Human Resource Development, Team Building and strong knowledge of Information Technology Utilization.

Azhar Bashir Malik

Chief Operating Officer

Introduction

Mr. Malik has over 17 years of wide experience in Program Management, Institutional Capacity Building, Monitoring and Evaluation and Financial Management in different senior management positions that includes Chief Operating Officer (COO), National Program Manager (NPM) and Financial Management Positions. During the last 08 years Mr. Malik has lead different projects firstly in the capacity of NPM and afterwards as COO with Devolution Trust for Community Empowerment (DTCE). Mr. Malik has implemented multimillion dollars (Over US$ 45 million) projects on Devolution, Peace Building, Flood Early Recovery, Gender Based Violence and Public Safety & Justice. Mr. Malik is fully capable to conceive, design, implement and monitor programming and operational activities related to effective implementation of various projects. Have skills in effective communication, coordination, and consultation with Donors, Government, Partner Organizations, Management and Work Teams at different levels. Developed and finalize different successful projects proposals and is also having the capabilities to perform any special assignments as required by the CEO/BoDs.

Umer Farooq Khalid

Director Information, Monitoring and Evaluation

Introduction

Mr. Umer Farooq Khalid is currently serving at DTCE as Director Information, Monitoring and Evaluation. His work experience of more than 9 years includes an interesting blend of computing research and development at renowned institutions including European Organization for Nuclear Research (CERN) in Switzerland and National University of Sciences and Technology (NUST) in Pakistan as well as design, development and implementation of information management systems coupled with monitoring, evaluation and learning systems at DTCE for different projects and programs designed and implemented by the organization in varied areas such as governance support, disaster recovery and rehabilitation, gender mainstreaming, legal awareness, voter education and public safety. Mr. Farooq is also proficient in project management, documentation, proposal writing and resource mobilization. His educational highlights include Bachelors in Computer Software Engineering from National University of Sciences and Technology with a Gold Medal, and Masters in Business Administration from Bahria University with distinction.

Mr. Khuram Idrees

Introduction

Khuram Idrees holds an MBA from Central Queensland University, Australia. Over 20 years combined experience in developing, managing and implementing business solutions and consulting assignments in the Europe, Africa, North America, Asia and Australia. He has created Ventures and worked in UK, South Africa, Mozambique, Australia and Pakistan. He excels in creating and delivering innovative themes and customer value propositions. Experienced in leading and managing geographically dispersed cross-functional teams in product management, project management, product marketing, business development, branding, sales, campaign and trade show management. Superior leadership and communication skills accompanied with a track record of facilitating collaboration among diverse stakeholder interests, and leading high-growth teams. He is experienced in managing end-to-end projects as well as offer turnkey solutions. He has successfully completed various consultancy tasks particularly in Development sector, Oil and Gas, Education, Telecom and Alternate Energy Projects. His most recent projects have been the appraisal, evaluation and issuance of completion reports of International donor funded projects in Pakistan up to the Value of GBP 30 Million. Khuram is currently Heading research and communication projects aimed at sensitizing and preventing common people from taking up violence and radicalization as a means to bring change.

Ejaz Ahmad

Project Manager -DTCE

Introduction

Mr. Ejaz Ahmad holds Master Degree in Economics and have done post-graduate specialisation in project development and management from RVB Delft Holland. He is rendering his services for Devolution Trust for Community Empowerment (DTCE) Islamabad since November 2011 as Project Manager. He rendered services for ADB funded Sustainable Livelihoods in Barani Areas Project ABAD, Government of Punjab from August 2006 to September 2011 as National Consultant (Community Development). He has served on senior positions in the Government and Non-Government sectors both in the rural and urban development fields. These included working as Deputy Director, Small Industries Development Board KPK Province of Pakistan. Programme Officer for Income Generation and Skill Training Project of UNHCR in KPK, Punjab and Federally Administered Tribal Areas. He performed as an Economist in the World Bank funded “Project Development Unit” KPK, Chief (PMER / Marketing & Credit Specialist) in Sarhad Rural Support Programme KPK, Programme Manager (Credit & Enterprise) in National Rural Support Programme, Head Office Islamabad, Coordinator of UNDP’s Neelum and Jhelum Valleys Community Development Project Muzaffarabad AJK, Social Development Consultant / Dy. Team Leader of DFID funded Faisalabad Area Upgrading Project Faisalabad Punjab for about five years. He also served UNDP/DTCE as Director (Community and Local Government Relations) for two years.

Basit Maqsood Abbasi

Project Manager - DTCE

Introduction

Mr. Basit Maqsood Abbasi has done Masters in Public Administration, M. Phil in International Relations, History and U.S.Studies. He has also done Masters Program in Economic Policy Management from Columbia University, USA. He has working experience of more than 26 years in Government and Non Government organizations in Pakistan. He has enough experience of making various financial policies, Public Policy analysis, Risk Management, Human Resource Management, Public Administration, designing training courses and conducted trainings for officials in Federal Board of Revenue, Government of Pakistan and World Bank, Pakistan.

Waseem Ch

Manager Research

Introduction

Mr. Waseem Choudhry has a solid experience background in research, qualitative and quantitative analysis, resource mobilization, monitoring and policy documentation on a wide range of governance and development thematic areas (democracy, local governance, governance reforms, service delivery, citizen voice, public safety, access to justice, institutional management, local and regional networks, accountability, social exclusion and citizen rights). Working in the capacity of Research Manager in DTCE, he has contributed in the successful implementation and completion of various international donor funded projects. During this tenure he has produced several research papers on governance issues as well as internal monitoring and quality control of programme components. He has also accumulated substantial experience in conducting and supervising large field research exercises throughout Pakistan and consequently has traveled and worked in over 50 districts with diverse settings in all provinces. He has authored several policy documents that have served to provide inputs into policy making processes of government departments such as the National Cabinet and National Reconstruction Bureau (NRB), donors, and the development sector.

Zaheer ud din Babur

Manager Internal Audit

Introduction

Zaheer ud din Babur is currently working with DTCE as Manager Internal Auditor since 2006. He is experienced in internal audit with exposure to work in multicultural and multinational environment. With more than 15 years of work experience and strong professional back ground in the field of accounts, finance and internal audit he is contributing a lot for DTCE in his areas of his expertise. He designed and implemented Internal Audit Manual, Finance and Accounting Manual, Internal Audit Verification Check Lists and Internal Audit Charter for DTCE. Professionally he belongs to the family of Institute of Chartered Accountants of Pakistan (ICAP) and has been awarded intermediate certification from ICAP.

Hasan Ali Khan

Finance Manager

Introduction

Mr. Hasan Khan is currently serving at DTCE as Finance Manager from last one & half years. He has over 13 years of working experience in Financial Management, Accounts, Administration and Human Resource with national & multinational companies. In DTCE he is responsible for overall financial management of the organization. He has skills in coordination and consultation with donors, partner organizations and field teams.

Muhammad Ishaque Qureshi

Manager Public safety and Justice Program

Introduction

Mr. Muhammad Ishaque Qureshi is an anthropologist by profession and a published columnist. He has been engaged in the development sector for the past 12 years. During his professional career he has acquired skills that extensively assist him in project management, design, monitoring, evaluation, capacity building and training along with research and public relationing. Throughout his career he has had the privilege of working with some of the most renowned international and national organizations working in Pakistan including National Reconstruction Bureau (NRB), International Labour Organization (ILO) and Foundation for the Future (FFF). Currently, Mr. Qureshi has been working with Devolution Trust for Community Empowerment (DTCE) for the past one year. The multifarious skills that he has attained over time have immensely assisted him in successfully implementing various projects in the most risk adverse parts of the country such as Police Community Relations Program (Balochistan and Khyber Pakhtunkhwa), Strengthening Rule of law in Malakand Division and Public safety and Justice program (Khyber Pakhtunkhwa) etc.
